If I do, I will report here on what I did. I'm still working to get the last 3 to move, or at least find out what messages they are to delete them. When the Exchange account came back online, there were only 3 messages that were stuck moving. Mailbox > Online Status > Take "account name" online Then one by one I brought them all back online making sure the Exchange account was the last to bring up.

Took all mail accounts offline whether they are exchange accounts or not. For the one that worked happens to be the one that I also have configured as 'Send Mail As' under Settings->Accounts and Imports. I tried them all and one showed up in the Inbox, the other 3 did not and ended up in All Mail.
I had 15 messages stuck moving, and now I have 3. I have several email addresses configured to forward to gmail. Apple needs to stop with the "It can't be our product" BS. It's obviously a Mac Mail/Catalina issue. No one else in my office besides me uses Mac Mail, but they all have an Exchange account from the same server that I do and none of them are having this issue on Outlook or the webmail client. My POP and IMAP/SMTP accounts are working as normal.
